Community safety minister Siobhian Brown, addressing the matter urgently, suggested it would be preferable for people not to purchase XL bullies.
However, the Scottish Conservatives urged prompt action, criticizing any perceived delay.
Yousaf highlighted the importance of consultations, stating that the UK government's measures were announced without engaging with Scottish authorities.
